The Washington State Joint Legislative Audit and Review Committee (JLARC) works to make state government operations more effective, efficient, and accountable. The Committee is comprised of an equal number of House and Senate members, Democrats and Republicans.
JLARC pursues its mission by conducting performance audits, program evaluations, sunset reviews, and other analyses. Assignments to conduct studies are made by the Legislature and the Committee itself. Based on these assignments, JLARC’s non-partisan staff auditors, under the direction of the Legislative Auditor, independently seek answers to audit questions and issue recommendations to improve performance.

WA Legislature - Update (January 8, 2024)
Two new cannabis bills were pre-filed Friday, two existing bills were pushed back in the process, and the draft cutoff calendar was published ahead of the start of the regular session on Monday.
The Week Ahead (January 1, 2024)
JLARC members planned to hear a final report on the Dedicated Cannabis Account showing Washingtonians spent more than any other state on “Prevention, education, & treatment.”
WSLCB - Work Group - Cannabinoid Science - Public Meeting (December 7, 2023) - Summary
Members had difficulty offering guidance on THC regulation due to wording in a 2023 law but considered other issues the group could make meaningful contributions towards in the future.
JLARC - Committee Meeting (November 29, 2023) - Appropriations and Expenditures of the Dedicated Cannabis Account
Staff went over how cannabis tax revenue had been spent, offered comparisons to other states, and recommended transparency improvements while fielding lawmaker questions.

State legislators would be prepared with details on cannabis revenues, appropriations, and retail theft while Ecology staff delayed accreditation rules to see how the session panned out.

Presenting a report on cannabis health and safety outcomes, staff detailed patterns and limitations in their data as board members asked about the findings and future WSIPP studies.

As JLARC staff prepared a mandated study of the state cannabis market, lawmakers sought to understand what was being studied - and suggest additional topics for inclusion.
