Members were prepared for rulemaking at the Board's next public meeting and discussed the limits of support for the legal cannabis industry versus promotion of specific trade groups and businesses.
Here are some observations from the Tuesday March 20th Washington State Liquor and Cannabis Board (WSLCB) Board Caucus.
My top 3 takeaways:
- Policy and Rules Coordinator Joanna Eide prepared the Board for Wednesday’s Board Meeting (Mar 21). The meeting agenda includes two public hearings and other business:
- Packaging and Labeling Rules (CR-102). Joanna reported on public comments received regarding the CR-102 and WSLCB’s response. A PowerPoint is planned for the Board Meeting.
- Retail License Forfeiture Rules (CR-102 as filed Feb 7; Supplemental CR-102). The public hearing for the CR-102 will proceed inclusive of the adjustments made in response to Representative Condotta’s inquiry.
- Adjustment to Board Interim Policy on quarantine (Revised Interim Policy). Expands suspension to include WAC 314-55-083(4)(h).

- While Board Member Russ Hauge is in DC this week on a trip he stated was nominally organized by WaCA, Board Member Ollie Garrett stated she does not think WSLCB should be going on trips like that. There was discussion of WSLCB expenses and time spent. Member Rushford stated, “…I appreciate your point, but I would also be extremely favorable if Cannabis Alliance came and said we’re organizing a delegation and we want some of the LCB to participate.”

- Board Member Jane Rushford discussed her call with Director Rick Garza and The Cannabis Alliance, a follow up after the TCA General Meeting (Mar 8). - Executive Assistant Dustin Dixon stated the tentative date for the next Cannabis Advisory Council meeting is May 9th.
