During the 2020 legislative session, lawmakers passed SB 6206 which Governor Jay Inslee described as enabling cannabis license applicants to “obtain a compliance certificate” from the Washington State Liquor and Cannabis Board (WSLCB) “so that they can secure a business location while they wait for their application to process without having to enter into a lease agreement” and “offset upfront costs” of starting a cannabis business. The WSLCB subsequently undertook a rulemaking project to implement the legislation and define Location Compliance Certificates in rule.
