RCW 69.50.335 created the Social Equity in Cannabis program to issue cannabis retail licenses “that have been subject to forfeiture, revocation, or cancellation by the Board, or cannabis retailer licenses that were not previously issued by the Board but could have been issued without exceeding the limit on the statewide number of cannabis retailer licenses established before January 1, 2020, by the Board, may be issued or reissued” to Social Equity applicants. Additionally, RCW 69.50.336 created the Washington State Social Equity in Cannabis Task Force (WA SECTF) to provide recommendations to the WSLCB about establishing the Social Equity program. The WA SECTF recommended that the WSLCB hire an experienced third party contractor to independently evaluate, score, and rank Social Equity applications. RFP K1582 was the WSLCB solicitation for that contractor.
