The Washington State Liquor and Cannabis Board (WSLCB) is the primary adult use cannabis regulatory authority in the State of Washington. The executive agency, which also regulates alcohol, tobacco, and vapor products in Washington state, is overseen by a three member board appointed by the Governor to six-year terms. The Board holds regular public meetings and work sessions with stakeholders, makes policy and budget decisions, and adjudicates contested license applications and enforcement actions on licensees. Board members are also responsible for hiring the agency's Director, who manages day-to-day operations.
LCB opened rule inquiry on March 1, 2023, to explore whether changes should be made to WAC 314-55-096 concerning vendor and educational samples. As the LCB begins that process, we want to start off with an informal session with industry members to gain a better understanding of the following:
- How do the current sampling regulations impact producers, processors, and retailers?
- Setting the current regulations aside, what are the primary interests of licensees when it comes to samples, either providing or receiving?
- From a licensee perspective, what is the most significant barrier to a successful sampling program within the current regulatory framework?
- Are there any impacts or implications for marginalized or underrepresented communities relating to educational or vendor sampling regulations?
As part of this dialogue, we would also like to share the interests of the state as it pertains to cannabis sampling, in hopes we may find some common perspectives to build upon.
