WSLCB - Board Caucus
On Tuesday at 10am PT, the weekly Washington State Liquor and Cannabis Board (WSLCB) Board Caucus was scheduled to recur.

WA SECTF - Work Group - TA and Mentorship
On Tuesday at 1pm PT, the Washington State Legislative Task Force on Social Equity in Cannabis Technical Assistance and Mentorship Work Group (WA SECTF - Work Group - TA and Mentorship) was scheduled to convene.

- The TA and Mentorship work group last convened on August 10th. The full task force last convened on September 14th, during which representatives from the TA and Mentorship work group put forward and obtained endorsement for several potential legislative proposals.
- In addition to reviewing the last task force meeting, work group members were scheduled to devote their entire session to discussion of “Community Reinvestment.”
Wednesday October 13th
WSLCB - Board Meeting
On Wednesday at 10am PT, the bi-weekly WSLCB Board Meeting was scheduled to recur.

- In addition to the rescission of another five legacy board interim policies, we expect to see the introduction of proposed rules for the tetrahydrocannabinol (THC) rulemaking project as part of a CR-102 package.
- In their last public action on this rulemaking project, agency staff hosted a listen and learn forum on a set of draft conceptual rules on September 9th.
- In tandem, WSLCB agency request legislation on “psychotropic compounds” was traveling an unusual route towards the legislature. While submitted for review by the Washington State Office of the Governor (WA Governor) on September 10th, WSLCB Director of Legislative Relations Chris Thompson sought and obtained permission to subsequently modify the proposal to better incorporate stakeholder feedback. On September 27th, agency staff hosted a webinar to better explain the proposal and field questions. It’s our understanding that feedback on the proposed legislation was due to agency staff by Tuesday October 12th - the day before Policy and Rules staff would propose rules on the THC rulemaking project.
WSLCB - Executive Management Team
On Wednesday at 1:30pm PT, the three-member Board and agency leadership were scheduled to convene their monthly WSLCB Executive Management Team (EMT) meeting.

- In addition to departmental updates and a potential legislative update, we expect to hear the latest on the Cannabis Central Reporting System (CCRS). At the September 29th WSLCB Board Meeting, Chair David Postman indicated that WSLCB Chief Financial Officer and CCRS Executive Sponsor Jim Morgan would likely provide progress updates to agency leadership at EMT meetings.
- At publication time and through the month of October, the CCRS would be accessible in an open testing capacity for all licensees and third-party software providers. It’s our understanding that agency staff will perform an initial assessment in early November to ascertain the viability of an early December launch of CCRS leading to decommissioning MJ Freeway Leaf Data Systems several weeks later.
