In this short meeting, WSLCB Board Members describe a "calm before the storm" of upcoming actions and events.
Here are some observations from the November 6th WSLCB Board Caucus.
My top 3 takeaways:
- Board Member Russ Hauge describes a “calm before the storm,” with few actions taken but significant events fast approaching (audio).
- The Spokane Tribe is interested in entering into a cannabis compact with the state. Nine of Washington’s 29 federally-recognized tribes have currently-enacted compacts.
- Hauge is interested in staff updates on True Party of Interest (TPI) rulemaking, ways for the agency to support small businesses, and identifying legislators amenable to sponsoring cannabis bills.
- The agency will meet the December 1st deadline for a report on delivery of medical cannabis requested by the legislature. A draft has been distributed to stakeholders to encourage feedback before final submission to the legislature.
- Executive Assistant Dustin Dickson is organizing unique events and updates for the coming months (audio).
- The Board’s long-awaited eastern Washington meeting in Spokane will be the second weekend of January, though the exact date is not finalized. All three members of the Board are committed to attend. The content of the rules agenda and which additional agency staff will attend is under discussion.
- Dickson said staff would have an update on potential medical cannabis changes at next week’s Executive Management Team meeting on November 14th.
- The transition to WSLCB’s new headquarters in Olympia is on schedule. The agency will relocate into new offices over three to four weeks next June, with the move completed by July 1st, 2019.
- Board Member Ollie Garrett wants a Cannabis Advisory Council (CAC) meeting scheduled soon (audio).
- The CAC hasn’t met since May 9th.
- Dickson promised Garrett a draft of the “small business idea request” to be sent out to the minority-owned business workgroup.

- WSLCB Draft Report – Home Delivery of Medical Cannabis. This draft was sent to stakeholders for review and comment (Oct 30) prior to it’s official release to the legislature. The deadline for stakeholder feedback on the draft has already passed (Nov 7).
