Board members approved an interim rule and CR-101 for Retail Title Certificates and opened rulemaking for vapor products.
Here are some observations from the Wednesday April 18th Washington State Liquor and Cannabis Board (WSLCB) Board Meeting.
My top 3 takeaways:
- The Board adopted an Interim Policy for Retailer Title Certificates to bring relief to retailers in ban and moratoria jurisdictions (BIP-04-2018, transcript, audio).
- Simultaneously, the Board approved the CR 101 initiating formal rulemaking for Retailer Title Certificates to codify the Interim Policy, inclusive of any adjustments made during implementation (CR 101, transcript, audio). The tentative schedule for this rulemaking process is:
- June 6 – End of initial written comment period
- June 13 – CR 102
- August 1 – Public hearing and end of written comment period
- August 15 – CR 103
- September 16 – Effective date
- The Board approved the CR 101 initiating formal rulemaking for vapor products (CR 101, transcript, audio). During an update from the WSLCB Enforcement Vapor Team at a prior Board Caucus (Apr 3), conversation turned to ways rulemaking on vapor products could indirectly impact manufacturers of Cannabis vapor products (transcript, audio). The tentative schedule for this rulemaking process is:

- August 1 – Public hearing and end of written comment period
- August 15 – CR 103
- September 16 – Effective date
