WSLCB Board Members would hear staffing updates, likely from both the Research Unit as well as the Policy and Rules teams, ahead of their bi-weekly board meeting on Wednesday.
Here’s a look at cannabis-related policymaking events on the calendar in the week ahead.
Monday July 3rd
WSLCB - Board Caucus
On Monday at 10am PT, the weekly Washington State Liquor and Cannabis Board (WSLCB) Board Caucus was rescheduled to recur on Monday.

- The agenda indicated that Research Manager Kathy Hoffman intended to provide “Staffing Updates” in addition to rulemaking updates and preparation for the bi-weekly board meeting.
- In April, board members discussed the creation of a new Research Unit with Director of Policy and External Affairs Justin Nordhorn. Shortly thereafter, Hoffman announced she had laterally transferred into that position from her former role overseeing the Policy and Rules team.
- The Management Analyst 5 job position, one of the roles reporting to the Research Manager, was listed as opening on June 28th.
- The Operations Research Specialist job position, the other role reporting to the Research Manager, was listed as opening on June 30th.
- In subsequent months, WSLCB rulemaking had been largely paused or withdrawn with the exception of legislative mandates which were projected to be completed in 2024.
- The Policy and Rules Manager job position was posted on May 12th.
- Policy and Rules Coordinator Jeff Kildahl joined the agency in May 2021, but had been absent from public meetings for several months. At publication time, he was still listed as a member of the rulemaking team on the agency website.
- The Policy and Rules Manager job posting indicated the role “would supervise a staff of 3 rules coordinators.”
- Policy and Rules Coordinators Daniel Jacobs and Cassidy West joined the agency and were introduced to board members in December 2022.

WA Pharmacy Commission Legislative Committee - Public Meeting
The monthly Washington State Pharmacy Quality Assurance Commission Legislative Committee (WA Pharmacy Commission Legislative Committee) public meeting was cancelled.

- The cancellation notice sent on June 29th announced “The July 7 legislative subcommittee meeting and all future legislative subcommittee meetings have been canceled. The commission is engaging in strategic planning. As part of its strategic planning, the commission will determine how to best utilize subcommittees. Once that is complete, the legislative subcommittee will resume meeting in line with the strategic plan.”
- The Legislative Committee cancelled 12 of 18 planned meetings in 2023, excluding anticipated monthly meeting cancellations after publication time.
- As well, the Commission continued to struggle to fill three positions designated for members of the public.
