The WSDA Pesticide Advisory Board would discuss the Endangered Species Act on Monday before a full week of scheduled rulemaking and leadership updates at the WSLCB.
Here’s a look at cannabis-related policymaking events on the calendar in the week ahead.
Monday October 7th
WSDA PAB - Board Meeting
On Monday at 9am PT, the Washington State Department of Agriculture Pesticide Advisory Board (WSDA PAB) Board Meeting was scheduled to recur.

- The WSDA PAB was initially established by the Washington State Legislature in 1994 and then was struck from the statute along with other state-funded boards and committees in 2010. The WSDA PAB was re-established in the 2023 legislative session (HB 1019 codified in RCW 17.21.455 and RCW 17.21.460) to advise the WSDA Pesticide Management Division (WSDA PMD) on the Division's plans, actions, and ongoing or emerging significant issues related to pesticides in Washington state.

- On Monday, the agenda indicated members planned to learn about the federal Endangered Species Act (ESA) as it relates to pesticide use and the WSDA Pesticide Stewardship Program.
- On Tuesday October 1st, the Washington State University Center for Cannabis Policy, Research, and Outreach (WSU CCPRO) presented the first lecture of a Cannabis Research Seminar Series. Molecular Plant Sciences PhD candidate Camille Wagstaff presented her work evaluating the increasing spread of plant pathogens in the Columbia Basin through beet leafhoppers including impacts on cannabis and hemp plants.

- The semi-annual rulemaking agenda for the latter half of calendar year 2024 published by WSLCB Policy and Rules staff in late August projected plans to initiate rulemaking on Employee Stock Ownership Plans (ESOPs) on October 9th. A petition for rulemaking on ESOPs by the Washington CannaBusiness Association (WACA) was received on March 26th and accepted by board members on May 22nd.

- Staff originally expected to have proposed rules on the long-running rulemaking project ready for presentation in July, then August, before pushing the date back to October.

- On September 24th, Policy and Rules Manager Justin Nordhorn indicated staff would miss their earlier projected date for presenting final rules on the THC bill, pushing the date back two weeks to allow for “fine tuning.”

- On September 25th, Nordhorn acknowledged staff would also miss their earlier projected date for hosting a public hearing on the proposed rules for trade samples, pushing the date back two weeks.

WSLCB - Executive Management Team
On Wednesday at 1:30pm PT, the three-member Board and agency leadership were scheduled to convene their monthly WSLCB Executive Management Team (EMT) meeting.

- During the September 11th EMT meeting, agency leaders were preparing to brief lawmakers during the September 17th Washington State House Regulated Substances and Gaming Committee (WA House RSG) work session. Staff also responded to public feedback received earlier in the day, suggesting changes may be offered for the THC and social equity rulemaking projects. Policy and Rules leadership then alluded to public health outreach and Communications staff described media interest in cannabis labs.
- During the WA House RSG work session, WSLCB staff reviewed how a patient excise tax exemption was being implemented, their ambitions for a new traceability system, and pathways for cannabis testing.
