WA Legislature - 2023 Cutoff Calendar

Of 31 active cannabis-related bills, nine were scheduled for activity during the fourth week of the regular session of the Washington State Legislature - two weeks before the first cutoff.

Here’s a look at cannabis-related policymaking events on the calendar in the week ahead.

Monday February 6th

WA House - Session

On Monday at 10:30am PT, the Washington State House of Representatives (WA House) planned to convene in session.

  • HB 1772, “Prohibiting products that combine alcohol and tetrahydrocannabinol,” was scheduled for introduction in the WA House on Monday morning.
    • While at publication time it was already illegal for cannabis processors to infuse alcohol and for liquor licensees to sell cannabis infused products, this bill aims to spell out a prohibition on cannabis infused alcoholic drinks more generally. A brief Seattle Times article on this subject was published near the start of the legislative session.

WA Senate LC - Committee Meeting

On Monday at 10:30am PT, the Washington State Senate Labor and Commerce Committee (WA Senate LC) was scheduled to convene.

    • SB 5662 - “Creating the cannabis employee job retention act.”
      • This bill was introduced on Wednesday February 1st by Senator Rebecca Saldaña, Vice Chair of WA Senate LC.

WA House RSG - Committee Meeting

On Monday at 1:30pm PT, the Washington State House Regulated Substances and Gaming Committee (WA House RSG) was scheduled to convene.

    • HB 1249 - “Regarding limits on the sale and possession of retail cannabis products.”
      • This bill on low-dose cannabis infused drinks was heard in WA House RSG on January 16th.
  • Public Hearing
    • HB 1581 - “Establishing a Washington state cannabis commission.”
    • HB 1595 - “Modifying the cannabis excise tax.”

Tuesday February 7th

WSLCB - Board Caucus

On Tuesday at 10am PT, the weekly Washington State Liquor and Cannabis Board (WSLCB) Board Caucus was scheduled to recur.

WA LEB - Board Meeting

On Tuesday at 12pm PT, the Washington State Legislative Ethics Board (WA LEB) was scheduled to convene.

WA House RSG - Committee Meeting

On Tuesday at 4pm PT, the Washington State House Regulated Substances and Gaming Committee (WA House RSG) was scheduled to convene.

    • HB 1612 - “Concerning the regulation of products containing THC.”
      • Senators heard testimony on the companion bill on January 30th which was generally favorable towards adding restrictions on manufacturing and sales of hemp cannabinoid products, but many speakers disagreed with the allowable THC limits.

Wednesday February 8th

WSLCB - Executive Management Team

On Wednesday at 1:30pm PT, the three-member Board and agency leadership were scheduled to convene their monthly WSLCB Executive Management Team (EMT) meeting.

Thursday February 9th

WA Senate LC - Committee Meeting

On Thursday at 8am PT, the Washington State Senate Labor and Commerce Committee (WA Senate LC) was scheduled to convene.

    • SB 5546 - “Establishing a Washington state cannabis commission.”
    • SB 5377 - “Concerning cannabis license ownership.”
      • On January 23rd, representatives heard testimony on HB 1341, the companion out-of-state ownership bill which would also suspend inactive producers, which received mostly supportive testimony with opposition centered on equity implications from the change.

WA House RSG - Committee Meeting

On Thursday at 8am PT, the Washington State House Regulated Substances and Gaming Committee (WA House RSG) was scheduled to convene.

Friday February 10th

WA Pharmacy Commission Legislative Committee - Public Meeting

On Friday at 12pm PT, the Washington State Pharmacy Quality Assurance Commission Legislative Committee (WA Pharmacy Commission Legislative Committee) was scheduled to convene their monthly public meeting.
