Staff explained the session was “coming to an end” and discussed active legislation—including a new cannabinoid regulation bill–as well as budget provisos which could affect WSLCB.

Four synthesized cannabinoid regulation bills had been introduced after cutoff, cannabis-related amendments were in the operating budget, and new QC rules were imminent.

As the timeline for legislation became more compressed, committees crammed bills for action - while the WSLCB cannabinoid regulation bill was granted a second chance to NTIB.

Director of Legislative Relations Chris Thompson described the status of cannabis-related bills, and the potential that cannabinoid request legislation would fail in part due to “misinformation.”

By Tuesday evening, most bills would need to be voted out of their house of origin to continue, but three important—and contentious—cannabis-related bills remained unmoved.

After a brutal week for cannabis-related legislation which saw more than half rendered inactive, legislators prepared to undertake key debates on synthesized cannabinoids, community reinvestment, and social equity.

Policy committees rushed to recommend legislation ahead of the initial cutoff deadline on February 3rd, including bills on retail safety, cannabinoid regulation, and social equity.

New task force members were welcomed, followed by a review of recommendations already made and those still needed, then a vote to continue one work group and start up three others.

24 cannabis-related bills were active and 11 were scheduled for committee activity in the week ahead, including social equity, craft endorsements, and WSLCB request legislation.

Agency staff described six proposals they were engaged with in the second week of the legislative session, leading to a longer discussion about dueling synthesized cannabinoid bills.
