An at times contentious facilitated meeting provided an opportunity for agency leadership to hear from people of color about social equity in the industry and WSLCB’s practices.

Reiterating a call heard by the Board as early as January 2018, Paula Sardinas and Angel Swanson asked for “immediate relief” for cannabis retail title certificate holders confined to ban and moratorium jurisdictions.

The Committee heard cannabis-related legislation on local zoning, craft cannabis, and all three WSLCB request bills; and recommended the location compliance bill out of committee.

Agency leadership learned about the Healthy Youth Survey (HYS) which provides perspective on alcohol, cannabis, and vapor product use by Washington children in grades 6-12.

The Council focused on agency and member legislative goals for the 2020 session, and heard an update on WSLCB activity mitigating the vapor associated lung injury health scare.

The council addressed five top agency priorities: medical cannabis, small business opportunities, social equity, the 2020 legislative session, and prevention.

The Board prepared a response to legislative intent to restructure the WSLCB’s penalty system and contemplated the addition of two Board members.

After updates on rulemaking and legislation, the Cannabis Advisory Council hosted a lively and wide-ranging discussion about how WSLCB can help the market.
