Testimony on a Senate bill on cannabis concentrates was similar to the House counterpart, but some new points were made after the sponsor raised the specter of Reefer Madness.

Staff heard from a few attendees with lab experience about potential changes in rule from SB 5367, focusing on definitions for THC content and synthesized cannabinoids.

Members had difficulty offering guidance on THC regulation due to wording in a 2023 law but considered other issues the group could make meaningful contributions towards in the future.

Lawmakers looked into how funds had been spent to help producers affected by contaminated soil and heard about a potential “service gap” in lab accreditation expected in July 2024.

Staff shared rulemaking progress including upcoming outreach events, a new petition on cannabis testing results, and a timeline for implementing social equity legislation.

After a brief rulemaking update, staff detailed a revised process for reviewing petitions before presenting a batch tracking request, then heard supportive and accusatory public remarks.

Members reviewed already-submitted edits and suggested final changes to WSLCB recommendations on THC detectability, lab technology, product safety, and future topics.

Before leaving WSLCB, the Research Unit leader went over how remaining staff would arrange research topics, offer guidance on outlet density, and take over a key work group.

Board members heard a few rulemaking updates before reflecting on the development of the Research Unit and the impending departure of a rulemaking and research leader at WSLCB.

Aside from a short rulemaking update, most of the meeting focused on the new agency research team, including outputs and external collaborations they had begun to develop.
